It was set up after the prohibition. The three tiers are the international wine importers or producers, the distributors and the retailers. This system forces importers and producers to sell first to distributors. Distributors are then the only ones authorized to sell to retailers. The only exception to that rule is the state of Washington. In some other states, the state itself control part or all of the 3 tiers.
